GWA is a veteran owned business composed of retired Generals, Admirals, and Senior Executives, from multiple intelligence agencies, with several hundred years of experience, both foreign and domestic. 
 
The GWA leadership team is uniquely positioned to address sophisticated fact-based solutions in the areas of: domestic security; developing foreign intelligence partnerships; and improving strategic, operational and tactical intelligence capabilities. These individuals have served in key U.S. and international intelligence positions with hundreds of years experience around the globe.

LTG. (Ret.) Theodore Nicholas, CEO

As CEO and Founder of Global Watchmen Associates, LLC, LTG (R) Ted Nicholas provides strategic support to emerging and established companies, government organizations and educational entities focused on timely and cost-effective intelligence and cyber enabling solutions as well as leadership development consulting services. In his previous position in government, LTG (R) Nicholas served as the Assistant Director for National Intelligence - Partner Engagement at the Office of the Director for National Intelligence (ODNI).  He led all ODNI engagement with foreign, military, federal, state, local, tribal, territorial and private sector partners and customers.

Prior to joining Global Watchmen Associates, BG (R) John Adams served more than thirty years on active duty in the U.S. Army, in a variety of command and staff assignments worldwide, culminating in assignment as deputy United States Military Representative to the NATO Military Committee from 2005-2007.  His expertise includes defense policy, strategy, intelligence, civil-military relations, interagency operations, and aviation.

He is the recipient of the Defense Superior Service Medal (with Oak Leaf Cluster), the Bronze Star Medal, and the Director of Central Intelligence's Exceptional Human Intelligence Collector Award.

Rick Halbleib, President

As the President of Global Watchmen Associates (GWA), Rick Halbleib provides strategic vision to corporate leaders on intelligence, national defense, and cyber security issues through the development of cutting-edge technology, identification of best government practices, and leadership/intelligence education/training. His goal is to bridge communication between private and government sectors to create the next level of intelligence sharing and protect the nation against threats on a global stage. Rick is a seasoned senior executive with more than 44 years’ federal military/civilian experience leading intelligence and security operations around the world. As President at GWA, Rick is charged with advancing the company’s long-term vision and global operations, as well as the strategy and acceleration of GWA’s commercial efforts as the company continues to scale and expand internationally.

Maj. Gen. (Ret.) Mark Perrin,
Senior Partner

Prior to joining Global Watchmen Associates, MG (Ret.) Perrin served his final active duty assignment as Deputy Director, Signals Intelligence Directorate at the National Security Agency (NSA), responsible for Signals Intelligence support of globally deployed combat forces, Theater Combatant Commands, the Services, and interagency partners.

He is a recipient of the National Intelligence Superior Service Medal from the Director of National Intelligence, and The Order of National Security Merit Chenosu Medal from the President of the Republic of Korea.

Foreign relations expert responsible for negotiating sensitive issues with foreign partners that have resulted in greater cooperation and unique intelligence accesses from those partnerships.

Michael Belanger

Leverages exemplary 20+ years of experience in US Army, Intelligence, and Defense industry senior positions to assess both the big picture and minute details across the enterprise, introducing next-generation solutions and strategies that align with the mission and goals of internal and external stakeholders worldwide.

 

Drives a culture of success though principled leadership, building trust, empowering individuals, and establishing a sense of shared commitment.

Mike Rucker

Alex Miller served Deloitte as a Managing Director and Client Relationship Executive from 2012-2018. He built, developed, and maintained Client Relationships and led Business Development and Consulting efforts in the Intelligence (IC) and DOD practices with a specific focus on USCYBERCOM and NSA.

 

As Chief of Staff of the National Security Agency, he led a 3,200-person military, civilian, and contractor staff in a corporate business restructuring effort, as part of an organizational transformation to address post-9/11 threats. Alex has held command positions in Misawa, Japan and Athens, Greece and has served as the Deputy Chief of Staff for Intelligence US Pacific Command, and as a Space and Electronic Warfare Officer and Cryptologist.

Rear Admiral, USN, (Ret.) Alex Miller

An all-source intelligence and Signal and Electronics warfare officer, COL (R) Himsl retired from the US Army in July 2017. In his last duty assignment, he served the Deputy G2 for Operations, US Army Central Command (USARCENT) and Combined Forces Land Component Command (CFLCC), Shaw AFB, SC and Camp Arifjan, Kuwait, responsible for planning and resourcing US Army intelligence operations in the Middle East and Central Asia. Upon retirement in 2017, he owned and operated a commercial finance company. His expertise includes team building, strategic and operational planning, and small business financing

​Executive level, intelligence professional with over 30 years of experience in international intelligence, counterintelligence, security, counterterrorism and law enforcement.  Strong leadership, motivational, management and interpersonal skills.  Seasoned, politically savvy and comfortable in international, multi-lateral, bi-lateral and United Nations forums.  U.S. Intelligence Community Core Qualified by the Director of National Intelligence and Joint Certified by the Defense Intelligence Agency.
